Puerto Rico Recognizes the Unborn as Legal Persons

Puerto Rico has enacted Senate Bill 504, a landmark law recognizing unborn children as legal persons from conception.

Signed into law by Governor Jenniffer González Colón, the measure amends the island’s Civil Code to grant unborn children legal personality, allowing for protections such as:

• Eligibility for insurance coverage

• Inheritance rights (effective upon birth)

• Legal representation in specific circumstances

The bill passed both chambers of Puerto Rico’s legislature with strong majorities and took effect immediately.

Pro-life organizations, including National Right to Life, praised the move as a historic step toward protecting human life at its earliest stage.

Supporters say the law affirms a foundational principle: life begins at conception and carries inherent dignity and legal recognition.
