Puerto Rico Recognizes Personhood From Conception

Puerto Rico’s new Law 183-2025, signed December 21, 2025 by Christian Governor Jenniffer González-Colón, declares every human being a legal person from the moment of conception.

This grants unborn children civil rights like inheritance, health coverage eligibility, and protection in injury or death claims.

The law amends only the Civil Code for these civil matters and includes a clause preserving existing abortion regulations in the Penal Code, so it does not ban or change abortion access but builds a foundation recognizing prenatal life’s dignity.

Biblically, this honors God’s truth: life is sacred from conception. “For you created my inmost being; you knit me together in my mother’s womb” (Psalm 139:13) and “Before I formed you in the womb I knew you” (Jeremiah 1:5). It defends the unborn as God’s image-bearers, obeying Christ’s call to protect the innocent.

Pro-life advocates celebrate this victory. America should follow Puerto Rico’s lead and enact similar laws nationwide to fully protect life God creates, and to go along with science, which has found life begins at conception.
