Puerto Rico Recognizes Unborn as Legal Persons

Puerto Rico’s governor, Jenniffer González Colón, signed Law 183 2025 on December 21, 2025, officially recognizing that unborn children are legal persons from the moment of conception.

The law grants unborn children civil rights such as inheritance, health coverage eligibility, and protection in injury or death claims, while preserving existing abortion regulations. It does not ban abortion but establishes a legal foundation honoring the dignity of prenatal life.

Supporters highlight that this law reflects biblical truth, affirming that life is sacred from conception: “For you created my inmost being; you knit me together in my mother’s womb” (Psalm 139:13) and “Before I formed you in the womb I knew you” (Jeremiah 1:5).

Pro life advocates celebrate this as a historic milestone, encouraging other regions to follow Puerto Rico’s lead in protecting God’s gift of life from its very beginning.
