A San Joaquin County Sheriff’s Office captain went on record during a press conference describing what investigators found while probing a California election fraud case — and the details are getting national attention.
The captain described California’s online voter registration system as “honor-based,” meaning there is no meaningful verification of citizenship or residency at the point of registration. He stated that anyone can enter information, check a box confirming they are not lying, and proceed to vote. Investigators said they found evidence of individuals registered and voting from outside the United States — including from Pakistan — as well as people voting in districts where they do not currently reside.
The comments surfaced in connection with the prosecution of a former Lodi city council member accused of targeting members of the Pakistani immigrant community in a ballot harvesting scheme — allegedly forging signatures, completing ballots on others’ behalf, and submitting fraudulent voter registrations.
This is happening alongside a separate, high-profile case in which Riverside County Sheriff Chad Bianco — also a Republican candidate for governor — seized over 650,000 ballots to investigate a claimed discrepancy in a 2025 special election count. California officials and courts have pushed back, and Governor Newsom signed new legislation making it illegal for law enforcement to take ballots from election officials without a court order.
The question of who is actually voting in California has never been more contested.
