Dual Citizenship Debate Hits Congress

A question that used to be unthinkable in Washington has officially been put on paper.
Republican Rep. Randy Fine of Florida has introduced the Disqualifying Dual Loyalty Act, also known as H.R. 5817, which would bar any person holding citizenship in a foreign country from serving in the United States Congress. Candidates would be required to formally renounce all foreign citizenships before appearing on a ballot. The push was renewed last week with backing from Freedom Caucus Chairman Andy Harris and from Rep. Thomas Massie of Kentucky, who has introduced a companion bill requiring members to publicly disclose any foreign citizenships. The Constitution sets age, residency, and citizenship minimums for members of Congress, but it does not currently restrict dual nationality. Roughly 900,000 naturalized Americans are believed to hold dual citizenship today.
The argument is straightforward. Supporters say lawmakers crafting American policy on trade, war, immigration, and intelligence should owe their allegiance to one country and one country only. Critics warn the bill could disproportionately affect naturalized citizens and may face constitutional challenges. The 1952 Supreme Court case Kawakita v. United States affirmed dual citizenship as a recognized status, though the Court has never directly ruled on whether Congress can impose stricter rules on its own members.
Underneath the politics sits an older truth. Scripture has always taught that divided loyalty corrupts judgment. A man cannot serve two masters without eventually betraying one of them. Nations are not exempt from that principle.
