The bill currently sits in the Senate, where it faces a steep climb. Republicans hold 50 seats, short of the 60 votes needed to break a Democratic filibuster. Senate Majority Leader John Thune has said Republicans do not have the votes to change the filibuster rules either. Supporters argue the bill closes loopholes and ensures only citizens vote. Opponents argue it imposes new barriers that could affect millions of married women whose names have changed, rural voters without easy access to passports, and elderly Americans without birth certificates. A recent Utah citizenship review of 2 million registered voters found one confirmed instance of noncitizen registration and zero noncitizen votes.
